                                                            INVITATION TO BID

Sealed bids for Contract No. 18-006D, Old Shepard Street Dam Repairs, Canton, MA, shall be received in the Department of Public Works Administration/Engineering Office in the Lower Level of the Town Hall at 801 Washington Street, Canton, MA 02021 until 11:00A.M. Local Time on April 27, 2018 at which time and place all bids will be publicly opened and read aloud in the Salah Meeting Room, 2nd Floor of the Town of Canton, Town Hall. 

The base bid work consists of the work summarized in Section 01010, Summary of Work as shown on the drawings and as described herein.

Contract Documents are available on the Town of Canton  website under Bid Requests. Bids for this contract are subject to the provisions of MGL. Chp. 30, Section 39M.
 

Each bid shall be accompanied by a bid security in the amount of five percent of the value of the bid in the form described in the Instructions to Bidders, Section 00100.
 

A performance bond and payment bond each in the amount of 100 percent of the contract price will be required in the form described in the Instructions to Bidders.

 

Every bid bond, every performance bond and every payment bond issued for any construction work in the Commonwealth shall be the bond of a surety company organized pursuant to Section 105 of Chapter 175 or a surety company authorized to do business in the Commonwealth under the provisions of Section 106 of said Chapter 175 and be approved by the U.S. Department of Treasury and acceptable as sureties and reinsurers on federal bonds under title 31 of the United States Code, Sections 9304 to 9308.

 

No bidder may withdraw his bid within 30 days (Saturdays, Sundays and legal holidays excluded) after the actual date of the opening thereof.

 

There is a pre-bid meeting to answer any questions or concerns at the Salah Meeting Room, 2ndFloor of the Town of Canton, Town Hall, 801 Washington Street, Canton, MA 02021, at 10:00AM local time on April 11, 2018.   Following this meeting, a site visit will be made to view the Dam. Contractors are encouraged to attend.

 

Minimum Wage Rates as determined by the Commissioner of Department of Labor and  Industries under the provision of the Massachusetts General Laws, Chapter 149, Sections 26 to27G, and by the Secretary of Labor, under the Provisions of the Code of Federal Regulations, as amended, apply to this project. It is the responsibility of the contractor, before bid opening, to request if necessary, any additional information on Minimum Wage Rates for those tradespeople who may be employed for the proposed work under this contract.

 

Each bid shall be accompanied by submission of qualifications to perform the work as bid according to all the requirements of the plans and specifications. (See Section 00301 for form).Each bid shall be accompanied by a preliminary construction sequence and schedule (See Section 00301).

 

Materials and supplies used or incorporated in the performance of this contract are exempt from sales and use tax.

 

The bidding and award of the Contract shall be in full compliance with Section 39Minclusive of Chapter 30 of the General Laws of the Commonwealth of Massachusetts as last revised.

 

The Owner reserves the right to waive any formality, informality, procedural or other, and to reject any and all bids. A bid that includes, for any item, a unit cost that is abnormally low or high may be rejected as unbalanced. The Owner also reserves the right to accept any bid deemed to be best for the interest of the Town of Canton, MA Department of Public Works.
